Housing Taxation and Capital Accumulation

چکیده

This paper studies the impact of the preferential tax treatment of housing capital in a model economy that includes the main housing tax provisions currently in place in the U.S. and a minimum downpayment requirement upon purchasing non-divisible houses. Distortions arise because the tax code makes the return on housing capital larger than that on business capital. The wedge between the two rates of return emanates from the failure to tax imputed rents and is ampliied by the presence of mortgage interest deductibility. Simulations show that either taxing imputed rents or eliminating mortgage interest deductibility substantially increases welfare. Moreover, welfare gains accrue to individuals at every income level and distributional eeects are much smaller than conventionally believed. (JEL E62, H3) I am grateful to Andr es Erosa, Ig Horstmann and David Laidler for the generous use of their time and constant encouragement.

An Analysis the Effect of Capital Taxation on Allocation of Resources: A Dynamic Equilibrium Model Approach

Abstract T he return of capital is fundamental to the intertemporal allocation of resources by changing the consumption behavior and capital accumulation over time. Taxation on return of capital increases the marginal product of capital, meaning that capital stock is lower than when capital is not taxed, which results decreased growth and welfare in steady state. This pape...

This paper quantitatively investigates the optimal capital income taxation in the general equilibrium overlapping generations model, which incorporates characteristics of housing and the U.S. preferential tax treatment for owner-occupied housing. Housing tax policy is found to have a substantial effect on how capital income should be taxed. Given the U.S. preferential tax treatment for owner-oc...

Analysis the Effect of Optimal Tax on Return of Housing Capital in the Dynamic Optimization Model: Case Study of Iranian Economy

Speculative demand in the land and housing market has a fundamental role in raising the price of land and housing and causing a diversion and invasion of the housing sector with the aim of profit. Optimal Taxation with Capital Accumulation and Wage Bargaining

Optimal Taxation with Capital Accumulation and Wage Bargaining This study examines optimal taxation in a unionized economy in which households save capital. The main findings are as follows. Judd’s (1985) and Chamley’s (1986) classical results of zero taxation on capital income holds. This is true independently of workers’ savings behaviour or the capitalists’ weight in the social welfare funct...
